Fried Ice Cap?

I was doing some maintenance on my tank, and unplugged my Ice Cap 660 (currently running 2 URI bulbs). When I went to plug it in again, it wouldn't fire the bulbs. I checked the fuse (it's ok) and the bulbs are new. When I plug it in, it makes a bit of a noise like it wants to fire up, but it nothing happens.

I'm thinking about sending it back to Ice Cap to have it serviced, but if it's something simple, i'd like to test that first. Any suggestions would be appreciated.

Make sure ALL of the wires have a firm connection with the endcaps. If even 1 wire is too loose to get a good circuit the IceCap will detect it and not fire.
