Skunk cleaners have been bred by the waikiki aquarium sometime back. TMC in england is raising blood shrimp, and ORA is raising peppermint shrimp in florida. None of them seem to be willing to share their secrets to doing so, and it's my understanding that it's fairly difficult and beyond the casual hobbyists ability, but that could change someday if the right knowledge leaked out. I'm not sure why ORA hasn't branched out to other lysmata since they are doing one already, or why they chose the most readily available (cheapest) version of the species.
Do a web search under "Mariculture" & "Aquaculture" headings should lead in the right direction. Commercial famers have been raising food shrimps for years, which you could scale down to fit your needs, but like others have said its difficult.
