Porcupine puffer bloated in an empty tank???

I have a 3-4 inch porcupine puffer which i got yesterday ( he wasn't eating but looked healthy so i got him... bad mistake... anyhoo). He is in a 72G Bowfront with one tiny 3 stripe damsel. The tank is new but established via DR.Tims. Any idea why he's bloated? seems to be breathing really hard too. Any help would be appreciated.. Thanks!

Im not sure what DR.tims is but have you tested the water? how long has the tank actually been set up and running?
FYI its hard to give answers that will help you understand what is wrong without any parameters, equipment or anything. although the problem could just be that he is not eating prepared foods. how big is he and have you tried feeding any live food?

What does new, but established mean? Is it fully cycled? Bloating and heavy breathing usually means systemic bacterial or viral infection. This fish is almost certainly not going to survive Sorry.

By established I meant It got a lot of stuff(50LB live rock, bio balls, sand etc.) from one of my other tanks. Dr. Tims was behind the original Bio Spira right?

Dr tims, bio spira, all garbage. Same as aqua bella, cycle, and most other products. It does nothing. If it sounds too good to be true, it is.
