They say that tangs will go for the meaty items first but need the veg. What I did with mine was first feed the seaweed until he ate a bunch, then fed the tank with mysis/plankton/etc.

Can you show me a picture of this "clump" while it is in water?

I assume your making an implication that a "clump" probably suggests overfeeding. I will clarify my description, possibly clump was a bit undiscriptive. I use a fork and stir mixture of mysis, nori, flakes, clams, garlic extract (depending on fish) than i will take a portion (i.e clump) attempting to get a little bit of everything with for the fish. I try and put only as much as can be eaten in a cpl mins and without falling to ground, and put in water, usually applying a few small "clumps" within a cpl min period of time.

Sorry no pics at the moment

While Hippo Tangs will and do eat algae, they are far less reliant on it than other tang species and feed primarily as mid-water planktivores. Continue to offer the algae, but as long your fish is fat and healthy and eating well, I wouldn't worry about it. You might want to try a good quality spirulina flake food as an algae supplement.

try formula two from ocean nutrition. they come in the trays. i seem to have a lot of success with all my tangs and even my trigger in eating this. it contains... "Plankton, gel binder, spinach, shrimp, krill, clams, krill hydrolysate, lettuce, peas, sardine meal, salmon egg oil, squid, kelp, lecithin, casein, spirulina, cod liver oil, paprika, vitamins ". i would think this is a decent substitute.
