It is a variant (now maybe a subspecies) of Cirrhilabrus punctatus, male form from New Caledonia and Vanuatu. Randall&Kuiter show the pic of the male from Nea Caledonia that is just identical to yours. See my photo,; it also was from Vanuatu, 14cm TL.
