I have a 3 inch Blue Tang that I added to my 55 gallon setup. I moved him from the QT 2 nights ago with the lights off. At first it hid behind the rocks, then as soon as the light went on the next morning it went to the corner of the tank that my 2 perculas and maroon clown hang out and kicked them out. It stayed in that corner all day moving up and down and pecking at the glass. As soon as the light went out it moved behind the rocks again. This gave the clowns their corner again to sleep but as soon as the lights came back on the tang kicked them out again and is doing the same thing. Is this normal behavior for a blue tang?

It's normal behavior. In time when the Hippo gets more comfortable it will be swimming out front more. When the lights go off each fish will take its place that it sleep each night. If you set your lights on a timer you'll actually see your fish get into their hiding spots before the lights go off.

How rude you would think the new guy on the block would find his own corner to play instead of bullying the other fish.

The tank is on a timer and I do notice this.
