40G breeder

I am thinking of a 40G breeder tank, no sump! The question is filtration and lighting. So far as filtration I am thinging along the lines of water movement pump, a phosphate and nitrate reactor. Lighting maybe T5 or a LED Fixture.
Thoughts appreciated!

I ran a sump less 40 b for a couple years. I had a hang on back reef octopus skimmer and 6 bulb t5 tek lighting. It was a great tank, grew sps fine.
