My apologies, brain farted. Your ISP provider's modem will be plugged into the Ethernet Port of the Airport Express, leaving none for the Net module. Totally forgot that the Express is pure wireless connectivity. You would need the Airport Extreme that comes with 3 LAN ports, which 1 can be used by the Net module.

Unfortunately, no. That's one of the limitations of the Express vs. Extreme models. Any splitters/hubs/switches must come after the router (Airport Express).

I'm going to assume the Netgear has a builtin 4 port switch? The Netgear will need to be before the Airport since the Netgear has the splitting capability.

It'll be like this:

ISP Modem ---> Netgear ---> Airport Express.
